By creating an account or using Cominy, you agree to these Terms of Service.

Welcome to Cominy.

These Terms of Service ("Terms") govern your access to and use of Cominy, including our website, applications, marketplace, community features, campaigns, tasks, bill payments, seller tools, payment features, and related services ("Services").

Cominy is operated by Starbiss LTD, a company registered in the Federal Republic of Nigeria ("Starbiss", "Cominy", "we", "us", or "our").

By creating an account or using Cominy, you agree to these Terms and any policies referenced in them. If you do not agree, you must not use Cominy.

1. Eligibility and Your Account

You must be at least 18 years old and legally capable of entering into a binding agreement to use Cominy.

You agree to provide accurate information and keep your account secure. You are responsible for activity conducted through your account unless caused by a security failure attributable to Cominy.

You may not impersonate another person, provide false information, create accounts to manipulate our systems, transfer your account without permission, or attempt to bypass an account suspension or restriction.

Certain Services may only be available in supported countries.

2. Identity Verification

Cominy requires identity verification to protect users, reduce fraud, meet compliance requirements, and provide certain marketplace, payment, earning, and financial features.

Verification may require you to provide:

your legal name and other personal information;
a government-issued identification number;
a photograph or scan of your physical government-issued ID; and
a live selfie or liveness verification.

We or an approved identity-verification provider may process your facial image and related verification information to confirm that you are a real person and that your selfie matches your identification document.

We may require additional or renewed verification where necessary for security, compliance, payments, withdrawals, account recovery, or fraud prevention.

You must only submit genuine information and identification belonging to you. Fake documents, another person's identification, manipulated selfies, or attempts to bypass liveness checks are prohibited.

We may restrict or terminate accounts that cannot be verified or that we reasonably believe involve identity fraud.

Identity and biometric information will be processed in accordance with our Privacy Policy and applicable data-protection laws. Where separate consent or notice is legally required, Cominy will provide it as part of the verification process.

3. Marketplace and Sellers

Cominy provides a marketplace through which independent sellers can offer approved digital products to buyers.

Unless expressly stated otherwise, Starbiss LTD is the platform operator and is not the creator or owner of products listed by independent sellers.

Sellers are responsible for ensuring that their products:

are accurately described;
work substantially as advertised;
can legally be sold by them;
do not infringe another person's intellectual-property rights; and
comply with Cominy policies and applicable law.

Cominy may review, reject, restrict, or remove any product or seller where we reasonably believe there is a violation, fraud, safety concern, legal risk, or other serious platform risk.

Our approval of a listing does not constitute an endorsement or guarantee of that product.

4. Digital Products

Products sold through Cominy may include downloads, templates, ebooks, designs, software, digital resources, memberships, educational materials, and other approved digital products.

Buying a product does not normally transfer ownership of its copyright or other intellectual property. Buyers receive only the licence or usage rights provided by the seller.

Unless specifically permitted by the seller, buyers may not reproduce, redistribute, resell, sublicense, or commercially exploit a purchased product.

5. Payments, Fees and Seller Payouts

Cominy may charge transaction, processing, withdrawal, campaign, platform, or other fees. Applicable charges will be disclosed through the relevant Service or before a transaction where appropriate.

Payments and payouts may be handled by third-party payment providers and may also be subject to their terms.

Seller proceeds and other eligible earnings may be credited to a platform balance before becoming available for withdrawal.

We may delay, hold, reverse, deduct, or restrict payments where reasonably necessary because of:

refunds or chargebacks;
suspected fraud;
transaction disputes;
identity verification;
payment-provider requirements;
amounts owed to Cominy; or
legal or regulatory requirements.

Users are responsible for providing correct bank, payment, billing, and payout information.

Cominy is not a bank, and an account or platform balance is not a bank account unless expressly stated otherwise.

6. Bill Payments and VTU Services

In supported countries, Cominy may allow users to purchase airtime, mobile data, electricity, television subscriptions, internet services, utilities, and other supported bill-payment or VTU services.

These services may be provided through third-party telecommunications companies, utilities, payment processors, aggregators, or other service providers.

Unless expressly stated otherwise, Starbiss LTD facilitates the transaction and is not the underlying telecommunications company, electricity provider, television provider, internet provider, or utility company.

You are responsible for checking information such as your:

telephone number;
meter number;
account or customer number;
service provider;
subscription package; and
payment amount

before confirming a transaction.

A successfully completed payment made using incorrect information supplied by you may not be reversible.

Bill-payment transactions may be successful, pending, delayed, failed, reversed, or refunded depending on the relevant provider.

If you are charged for a transaction that is confirmed as failed or not delivered, we will take reasonable steps to process or facilitate an appropriate reversal or refund.

Successfully delivered airtime, data, electricity tokens, subscriptions, and similar services are generally not refundable merely because you changed your mind or entered incorrect recipient information, except where applicable law requires otherwise.

We do not guarantee uninterrupted availability of third-party billers or networks.

7. Campaigns, Tasks and Rewards

Cominy may allow users and businesses to create or participate in campaigns, tasks, creator opportunities, promotions, rewards, and other earning activities.

Each opportunity may have separate requirements, deadlines, reward amounts, and approval criteria.

Submitting a task does not automatically guarantee payment. Rewards become payable only when applicable requirements have been satisfied and the submission is approved.

You may not use bots, fake accounts, purchased engagement, fake views, duplicate submissions, manipulated evidence, automated traffic, or other deceptive methods to earn rewards or influence campaign results.

Fraudulent rewards may be cancelled or reversed, and accounts involved may be restricted or terminated.

Cominy does not guarantee that any user will make a particular amount of money through products, campaigns, tasks, rewards, or other opportunities.

8. Refunds and Disputes

Because many products sold through Cominy are digital and may be immediately accessible after purchase, refund eligibility may depend on the product, circumstances, seller policy, and applicable law.

Cominy may provide or require a refund where appropriate, including cases involving:

duplicate charges;
confirmed unauthorized transactions;
non-delivery;
materially misleading listings;
serious product defects; or
circumstances where a refund is required by law.

Users may not abuse refunds or chargebacks to obtain products or services without paying for them.

Seller refund policies cannot remove consumer rights that apply under law.

Specific refund procedures may be set out in our Refund Policy.

9. Content and Intellectual Property

You retain ownership of content you create and publish on Cominy.

By publishing content, you give Starbiss LTD a non-exclusive, worldwide, royalty-free licence to host, display, reproduce, distribute, format, and process that content as reasonably necessary to operate, secure, improve, and promote Cominy.

You must have the necessary rights to anything you upload or sell.

The Cominy name, software, designs, interface, branding, logos, databases, and other materials belonging to Starbiss LTD remain the property of Starbiss LTD or its licensors.

If you believe content on Cominy infringes your intellectual-property rights, you may report it through our Intellectual Property & Copyright Policy or official support channels.

10. Prohibited Conduct

You may not use Cominy to:

commit fraud or deception;
impersonate another person;
sell stolen, pirated, counterfeit, illegal, or infringing products;
distribute malware or malicious software;
harass, threaten, exploit, or harm others;
manipulate reviews, sales, rewards, referrals, engagement, or rankings;
access another user's account without permission;
interfere with or attack Cominy's systems;
misuse payment or bill-payment features;
launder or conceal proceeds of unlawful activity;
bypass restrictions, security systems, verification, or transaction limits; or
violate applicable law.

We may investigate suspected abuse and cooperate with payment providers, regulators, financial institutions, or law-enforcement authorities where legally required or appropriate.

11. Privacy

Our Privacy Policy explains how Starbiss LTD collects, uses, stores, shares, retains, and protects personal information.

Information processed by Cominy may include account information, transaction information, government-issued identification numbers, copies of identification documents, photographs, liveness selfies, facial-verification information, payment information, device information, and other information necessary to operate and protect the Services.

Some information may be processed by approved service providers acting on our behalf.

By using Cominy, you acknowledge that personal information will be processed as described in our Privacy Policy and in accordance with applicable data-protection laws.

12. Suspension and Termination

We may restrict, suspend, or terminate an account where we reasonably believe the user has:

violated these Terms or our policies;
committed or attempted fraud;
provided false identity information;
abused payments, campaigns, rewards, or bill-payment services;
infringed the rights of others; or
created significant legal, financial, security, or platform risk.

Where appropriate, we may allow users to appeal enforcement decisions.

We may temporarily hold funds after restriction or termination where reasonably necessary to resolve refunds, disputes, chargebacks, investigations, or legal obligations.

Eligible remaining funds will be handled in accordance with applicable law and our payment policies.

13. Third-Party Services

Cominy relies on third parties for services including payments, identity verification, bill payments, banking, cloud infrastructure, communications, and other functionality.

We are not responsible for failures or actions of independent third-party providers that are outside our reasonable control.

Third-party services may have separate terms and privacy policies.

14. Service Availability and Disclaimer

We work to keep Cominy secure and available but cannot guarantee that the Services will always operate without interruption, delay, or error.

Features may occasionally be unavailable because of maintenance, technical problems, network failures, provider outages, security issues, or circumstances outside our reasonable control.

Cominy does not guarantee the quality, legality, reliability, profitability, or suitability of every product, seller, buyer, campaign, opportunity, or third-party service available through the platform.

Nothing in these Terms excludes guarantees, remedies, or consumer rights that cannot legally be excluded.

15. Limitation of Liability

To the fullest extent permitted by law, Starbiss LTD will not be liable for indirect, incidental, special, punitive, or consequential losses resulting from your use of Cominy, including loss of profits, opportunities, goodwill, or data.

Starbiss LTD is not responsible for losses resulting solely from transactions, conduct, representations, or disputes between independent users unless liability is imposed on us by applicable law.

Nothing in these Terms limits liability that cannot legally be limited or excluded.

16. Changes to Cominy or These Terms

We may change our Services, features, fees, policies, or these Terms as Cominy develops or legal requirements change.

Where changes to these Terms are material, we will provide reasonable notice through Cominy, email, or another appropriate method.

The latest version and effective date will always be made available through Cominy.

17. Governing Law and Disputes

These Terms are governed by the laws of the Federal Republic of Nigeria, subject to any mandatory rights available to users under applicable law.

If you have a complaint or dispute with Cominy, you should first contact us through our official support channels so that we can attempt to resolve it.

Where a dispute cannot be resolved informally, either party may pursue any dispute-resolution mechanism or court proceedings available under applicable law.

Nothing in these Terms prevents a consumer from exercising statutory rights or seeking remedies from an appropriate regulator or court.
